Walkthrough
Travel to Anga’s Mill and walk to the camp not far from the mill. Just follow the road up west. Kill Ennodius Papius, who is staying at the camp. He is far enough away to not attract any guard attention. Note that Ennodius will usually not spawn without the quest.
